What if you were expecting "milk and honey," and there's not even any water? What's going on, God? Are you lost? And Moses, where are your great leadership skills? "Why, now, have you brought us up from Egypt, to kill us and our children and our livestock with thirst?" That seems like a pretty legitimate complaint...unless you've just gone through this same lesson with the manna and the quail.
