After 40 years of strain, Moses broke. It was 40 years of whining and grumbling and confrontation. Israel was repeating the same sins over and over, seemingly unable to learn. And that's no excuse, but I think we can all understand how even the great prophet, the deliverer of Israel, the Lawgiver, finally snapped. And God would somehow, again, be both just and merciful.
